Does Refresh Rate REally matter?

between 2ms and 16ms, yes. Mostly, however, it depends on your eyes and if you are picky about ghosting or not.

BTW, LCDs don't have refresh rate - what you listed is response time.

What GundamSonicZeroX said; I am a n00b to the flat panel monitor, and while I was shopping around and usage I've noticed no ghosting on 8ms panels. Pretty much anything higher though and I began to notice very faint ghosting, which would seriously annoy me if I was playing an FPS game or something.

I have a VX2025 and apparently it has a 8ms g2g rating with a 16ms white black white rating.

I see no ghosting. Anything under 16ms white black white rating you should be fine and I see no ghosting on my monitor what so ever.

LCD monitors have really come to a point were ghosting isn't that much of an issue as long as you buy a good monitor from a good company (ex. VX2025/Dell 2007fpw/etc...)

I saw noticeable ghosting, or maybe it was input-lag, but I think it was ghosting on a 5ms Hanns-G 19" widescreen. The one that tons of people have bought and seem to rave about.

Monitor manufacturers use different criteria when measure response time, so be sure you're comparing apples to apples. W-B-W, grey-2-grey, etc... it'll be hard to really compare some monitors you come across. Second the advice on just buying from a good company.

I think the 2407WFP has a 6ms response time - no ghosting what I can see (GRAW, Oblivion [hehe, that game's come to a crawl now that I've turned on all the eye candy], and BF2).

It's more like a trail than a double image. Although if the image were jumping between two points you would see double.

Kinda an extreme example (yes, I know, software vs. hardware, as well) - but you can get the idea.
