Does re-installing windows reinstall IE also?

I've been having craploads of problems with IE (5.50) recently, and I'm wondering if a re-install of windows (which I was planning to do soon anyway) would fix it?
 
were you planning to do a clean install (format the whole drive)? that would definitely take care of it.
 
I was only planning to re-install Windows because I've got 17 GB of stuff on the drive and I've got no place to back my stuff up to. And I don't think I wanna be burning 20+ CDs.
