Does PCIe cards need power cable of their own?

I think that one doesn't need a PCI-e power connector. The X850XT PE does.

Although it doesn't hurt to get a PSU with the PCI-e power connector just in case you get a new card in the future...

And I just read on Driverheaven.net that x800xl doesn't require a power cable of its own.

BTW is that a drawback?
And is the 1-slot design a drawback in terms of cooling?
 
No, neither of those are a drawback. If the card doesn't need more power or cooling then there isn't any reason to give it additional power or a bigger cooler.
