does MB or CPU effect radeon 9700pro memory and core speeds?

Hi all, the powercolor fiasco continues....
I have just got a powercolour radeon 9700pro....
I installed powerstrip to check the speeds....
They were a few Mhz short of the advertised
325 Mhz Core, 310Mhz Memory.....I think it was 324 / 297

I returned the card to the store that I got it from, and they claim that the memory clocks fine.... ie as advertised 325/620

Now, is this possible ? that the card automatically set itself to a different memory and core speed due to being installed on a different computer? OR is the retailer misleading me ?
I know that the speed is only marginally slower, but I would expect my card to match the speed that is advertised WITHOUT any visual artifacting.... and maybe even allow me to overclock....

As it stands, the card memory is 23Mhz slower than advertised...
if I clock it even 1Mhz faster in either core or memory, I get artifacting at 1600x1200.... is this a typical problem ?

What should I do? should I get a refund.... or what?

I for one don't think that the card will automatically set itself to a different memory and core speed bas on what sytem it's install in.
the spec on my 8500 are the same from a P3 550 to a Amd 1900+.

But just incase try using another program to detect the core and ram speed of the card beside powerstrip. uninstall powerstrip and use the other program to check the speed.


Demand a full refund , if they still claim the advertised 325/620 speed ,ask them to prove to you that the card they sold to you is indeed at 325/620. They can't claim anything if they can't prove.

Thats what i`d do as well. Stand with them when they check it for you, or they could just up the OCing sliders a bit, without applying it, to fool you.

Get your money back and get an ATI, Sapphire, Tyan, Crucial or Guillemot card. I've heard enough about Powercolor without even searching out info to be wary of their products.

Guillemot dont make 3D cards no more. Not under that name anyway. Their card manufactuer is called Hercules.
Sapphire are a good make. I have a Sapphire 9700PRO card.
They also do a Ultimate version of the 9700PRO, that has a Zalman Passive Heatsink on it, as well as several games.
