Does left lane = passing lane...

in the city as well? I know the left lane is the passing lane on the highway, but what about in normal city driving?
 
Theoretically, maybe, but when you've got people making left turns from the left lane, it makes it unapplicable.
 
so when driving on the highway and I see a sign that says "Left lane for passing only"...does that mean you're not allowed to drive on that lane unless you want to pass someone on the right lane? (i'm referring to those 2 lane interstate highways outside of the city)

left lane is passing lane on highways? gee you should tell all those people who sit in that lane driving like a grandma when I'm trying to pass...

If you're driving so fast in the left lane that you're passing people, then you're using it for it's intended purpose.
You can drive in it, but you'd have to constantly speed in order not to obstruct others trying to pass behind you.
