Well, when a laptop is plugged in it's charging the battery so that takes some power. Even when the battery is fully charged I'd expect it to draw a small amount of power.

Your TV will also draw a small amount of power while in standby mode. If you have the specs for the TV it will usually tell you how many watts. Energystar compliant TV's will generally draw less power while in standby mode. I forget what the requirement is, and it might be more accurate to say that TVs that draw less power can meet the Enerygystar requirements.

Other things that draw power while turned off:

DVRs
Xbox, Wii, PS3 etc
Audio Recievers
Desktop PC (how much depends on the power supply)
printers

some of these will have a physical switch to truly turn the unit off, like the switch on a PSU. Most will still draw power while in standby (which is what most of us consider "off").

If the battery is fully charged, expect around 1-2W absolute max. If you keep the laptop plugged in, do REMOVE the battery. Only plug it in when you need it. It will last longer that way. :)

Yes, they both do. I'd expect a couple of watts for the laptop (if it isn't charging) as well as the TV. If that laptop is charging the battery, it'll be more like several tens of watts.

Both will consume power if you don't switch it off at the wall, lookup 'energy vampires' or phantom load. Newer devices which follow energy standards will reduce the phantom load to less than 1W, and 0.5W if they are manufactured after 2013.
