...to see people that own dogs, but just leave them chained up in the yard the whole time? A neighbor of a friend of mine has a new shepherd-mix puppy that just stays chained to a tree in the front yard all the time. Poor puppy. It pisses me off whenever I go over there.
 

our idiot nieghbors once bought a puppy and left him chained in the backyard while it was raining and the temp was like 60 F. We could hear it wailing softly and my dad eventually got pissed and told my neighbors to be more responsible. The idiot lady was "Oh, I didnt know he was back there"

Yes it does.
There are way too many idiotic pet owners. Some of them are just retards and they piss me off sometimes. :|
 
Call animal protective services.
Unfortunately, as long as the dog has access to water and shade, or shelter from harsh elements, and appears to be in reasonably good health, there is nothing animal control can do about neglecting an animal insofar as emotional neglect or affection is concerned.

Which is better, not caring or being oblivious to its existance? Why get a pet in the first place if you're like that? :| Some people . . .. Next time, I'd say call animal services on them.

Pretty sure - I was at my friend's house all day yesterday (ah, the fun of setting up three-satellite DirecTV), and it was pretty nice. the poor dog laid, sadly, at the end of it's chain the whole time. It'd whine every once in a while. The owner's kids were outside, but just ignored it.
