Say the name of the contact and it dials the phone for you?

My old cells on Cingular had this but I noticed they disabled the feature on newer phones and now charge for the feature.

Does the iPhone have it?
 
Not OOTB, but I recall hearing that the functionality will be added once the app store is open.
