Does Gigabyte GA-X48-DQ6 have memory remapping?

They all have... with Gigabyte the option is probably buried in the "Chipset" options page in the BIOS.....
 
I do not see it anywhere in the manual on the X48-DQ6. Maybe it is always enabled and you can not disable it.

Anyone confirm if the Gigabyte X48-DQ6 BIOS allows for memory remapping or confirm that 4 gigabytes of memory fully show with Vista 64 and that motherboard?

No, if the MB does not remap the I/O memory addresses to higher range, it will default to the 4 gigabyte range and block some of system memory even with a 64 O/S. I think that the difference with a 32 O/S is the I/O addresses can not be mapped out of the range no matter.
