Does George Bush really not negotiate with terrorists?

When the US government publicly declare their no-negotiation with terrorists policy, do they really mean it. Is the US that hardcore? I imagine they say one thing but secretly do the opposite. They probably have a Delta Force headed by Chuck Norris that attempt rescues just like in the movie.

government's round the world do not negotiate.. y? because that sets a precendence... as soon as you negotiate once, you are expected to negotiate every time after that and thus the demands get worse and worse and it would come back to haunt us real quick.

i certainly hope they don't go behind our backs and negotiate...
even if i had a loved one held hostage, i'd understand that you cant negotiate. the only way a government will negotiate is with an elite squad taking out the terrorists.
aka send in the seals and kill the terrorists before they get a chance to do what they threatened.
