I have FIOS and have never seen it. But then again I dont watch a lot of late night TV.

I don't have FIOS, but why wouldn't it?

Video Dial Tone (OVS) has been required to participate since July 1, 2007.

I've seen it weekly at around 3pm. Yes, 3pm as in the middle of the friggin afternoon.

I should hope so. They may be annoying but can provide helpful information on local emergencies.

Its ridiculous, considering they NEVER use it. I mean, if there was ever a time to use it, it would have been during 9/11 in NYC, yet they still didn't use the service to alert people. It is stupid.
