Does DVD brand make a difference when watching a DVD movie?

I bought an elcheapo (20 something bucks) and I have an ATI Radeon LE 32meg DDR video card using their DVD player thingy, but the movie has all kinds of artifacts on the screen and is a little grainy.

Could it be the cheap DVD drive causing this or are they all the same when it comes to watching a DVD movie on your computer?

Athlon 950mHz on an Epox 8k7a with Windows 2000, 256meg DDR ram ATI Radeon LE, built in sound, IBM 60GXP 40gig HD.

I think it's more of a software issue. I use PowerDVD 3.0 and it looks great on my GeForce DDR.
