Does CPU cooling software work on laptops?

I remember back in the day those programs like CPUIdle kind of worked on PCs.
Now I've got a laptop with an AMD, and even though it's supposedly got the CPU throttling built in, it seems to always run at full CPU speed(checking in device manager?). Right at the temperature cut off where the fans kick in and out. And in and out. And so on.
Would software cooling help me at all? Or better yet, is there any software that allows you to tell your laptop CPU to run at half or quarter speed(since I don't need much for surfing and checking email)?
