And they started blocking SMTP (25) due to spam problem, but not sure if that's for all their customers.

I really dont think they care as long as you keep the out bound traffic (people visiting your website) no more than 10-25% of what the inbound traffic (you downloading, surfing, etc..) is. As long as your not trying to be the next Google or Yahoo then you should be ok. Basically keep it for personal use and watch the traffic, if it picks up switch to a paid hosting service or get dsl. Speakeasy.net allows you to setup servers, they actually encourage you to.
