Does Canon need new inner battery?

I got at the auction a DNW (Does Not Work) Canon PC 1309 Digital Camera (Power Shot A1000 IS), which seems to have no power. I tried new batteries - nothing.

Inside the camera is a little rechargeable battery - MS614SE. This battery is rated at 3.1v, but it is comatose - just nudges the needle on the voltmeter.

My question: is this rechargeable battery bad, needs to be replaced? Or is it something else - the battery is good but the recharging process is not working?

Another post said this type of battery is typically used to store the date, and settings, so it wouldn't have anything to do with power on.
