I'm looking for someone who can spend about an hour a week on a website I own and respond to members and keep them engaged. I'm currently in the middle of re-doing the website, but until then, it isn't very user friendly so users come and post things, but not many people reply.

Are you on twitter? You might consider tweeting and asking if folks would be interested in guest blogging, aside from them getting backlinks on your site you won't need to pay anything
and your readers will get a steady stream of frsh content while you work on the site.

I am, but that will not get everything replied to. I've tried it. People come and reply a little bit and then go away.

I want to make sure every decision posted gets an answer quickly.
