Does anyone understand MS Private Character Editor?

I am trying to use the Private Character Editor within Character Map to create symbols I use in forms at work. I design them, link them to a font (or all fonts) but cannot retrieve them for use. When I open the Private Character Editor, they show up as being saved and in the library.

Anyone have a clue as to how to use this usless tool?
