Does anyone know what the USPS considers mail fraud???

If I buy something from someone, and the person says it's in X condition and when it arrives, it is not even close to that condition (no, it wasn't damaged in shipping), is this fraud????

Yes. Misrepresentation of the product. However, it may not be considered MAIL fraud, but it is fraud no less.
