Does anyone know of free software that allows you to blur a PORTION of an image

I have found free software (Irfanview) that lets you apply a blur to the entire image but I only want to apply it to part of an image.

Anything free that will let me do this?

Irfanview will allow you to blur/pixelize just a portion of the image...

just drag a box around, go to Image, Effects, and do what you want. It will only do it inside the box
