Does anyone know if it is illegal to not repair deployed airbags??

It is a federal law that says vehicles manufactured after '99 must have a drivers side airbag. I would think it would make sense that if they deploy, then they must be fixed. I can't find anything online regarding this.

Any help would be appreciated.

Long story... trying to find anyway to go after the guy that did the previous repairs on my vehicle

Yes! You violate several federal laws if airbags are not replaced. You cannot get insurance either.

I know of several instances where the cost of airbags caused the car to be 'totaled' as the expense of replacing them caused the repairs to be more than the car was worth.
