I know they use at&t's network. Their plans seem to be decent. My questions would be about what I can activate with them. I want to get a WP7 and you can get them for decent prices off Ebay or Amazon. Does the phone have to be unlocked? Can it be branded for at&t? I'm also not really sure what the whole "locked" part refers to either.
 
Check out the h20 forum over at howardforums.com. They just came out with a $60 unlimited plan as you probably know.

I think the phones can be ATT locked or unlocked it does not matter. They do not have restrictions which phones you can use.

As far as WP7, I am not 100% sure, but I know SimpleMobile, a t-mobile prepaid provider does not support WP7. So I am guessing H2O would be the same. They just haven't found a way to get WP7 working for some reason? I don't know.
