It depends where in Ohio you're at, as to what the typical driving pattern is. In many rural environments, folks tend to drive below the speed limit. Most of them cite fear of being ticketed as their reason.
In Columbus (at least during non-rush-hour timeframes), I usually see traffic going 5-10 MPH above the limit, at least on the major freeways. The rural routes still tend to slow people down excessively, though. Pickerington is famous for their 25 MPH limits EVERYWHERE, even in places that should be 55 or 65... it's no wonder people are afraid to drive above the limit... so they over-compensate. My entire family does that. I'm much the opposite... few people are able to keep up with me on country roads, and I'm usually among the fastest drivers there are. <shrug>

OSHP certainly has a reputation for ticketing. That said, if you're paying attention, and they can tell that, they generally leave you alone. I've gotten two speeding tickets... one was about 4 years ago, and another was about one year ago. Both were local municipalities that operate speed traps. I wasn't paying sufficient attention in either case, and got caught both times. I particularly hate it when you're driving down a rural route and the speed limit goes from 65 to 50 and then back to 65 within like 1000 feet.
I usually fly at around 80-85 on the freeway, though. I know that some cars have seen me, but then back off when I react. Coming up an incline on I-70 after midnight, when it was dark, there was a black OSHP vehicle with no lights on, at the top of the hill, looking out a mile or so. I was the only car on the freeway... I saw his parking lights come on about a split second before my radar detector indicated a direct hit, and I started slowing down right when I saw the parking lights come on. He could have gotten me for 20+ MPH over, but didn't. That's happened to me several times.
