Does anybody know this movie?

I remember seeing this movie on the sci-fi channel a while back, but I cannot remember the title.
It was set in this post-apocalyptic television broadcast station out in the middle of nowhere. A guy ran it with his teen-age daughter and a couple of people who took care of most of the broadcast duties. A guy came out from one of the more populated areas to bring a message, I believe. There was a whole plot about a government-controlled android killing 'rebels', and some big piece of leftover war machinery outside of the station compound.
