I was at my mom's today, and she has the X1 package.

I tried to connect to her wi-fi (which she thinks is the one called "XFINITY-WIFI" which already seems fishy to me, that sounds like a public wi-fi) with my phone, and instead of asking me for the password like any typical house wi-fi connection, it rerouted my to comcasts home page and asked me to login with a comcast username and password?

Was my mom just mistaken and having me trying to connect to the wrong network? I'm thinking that was the case. Or I should say, I'm hoping that was the case.

Comcast has a 2nd network built into some routers IIRC. Acts as a public network for comcast users. Her network should have a different name and be like a normal personal wifi connection.

Comcast sets up their routers with that XFINITY-WIFI public network that will let OTHER Comcast customers use your connection if they sign in with their Comcast user/pass.

Your mom is mistaken. Her network is a different SSID.

Yes, Comcast has a second network on most of their home routers, allowing Comcast customers internet access anywhere a hotspot is available. You and/or your mother appears to be connecting to that network instead of her personal network.

Warning! XFINITY-WiFi is an OPEN (unsecured) network. While you do have to sign in to access the internet, the wireless signal is unencrypted! This means it is very easy to eavesdrop on those networks unless you use Xfinity's Wifi app (android/iphone).

Look on the modem/router combo for that router's wifi SSID and password (unless she changed it, which sounds unlikely), and be sure to connect to that and only that unless you are using the aforementioned app.
