does anybody have NFS:Underground 3 for PC?

There is no NFS: Underground 3 for pc or console.

Maybe you mean NFS: Most Wanted? Its not a sequel to the Underground series...its more like Underground + Hot Pursuit.
 
need for speed most wanted is kinda a downgrade from nfs u2 in certain areas of the game. EA totally crap on the car setup and they took away the dyno. For the car setup in nfsu2 you used to be able to adjust the shocks, rideheight, springs and other settings. but now in most wanted that all been switch over to handling and aero. I dont even think you can adjsut the rear end gear in most wanted.

It was completely unnecessary to adjust anything in NFSU2, I didn't touch anything. Hell, you could beat it in the miata. It was all about the upgrades. I don't see that as a downgrade at all.
