It's not being used for broadband to the home anywhere in the USA, from what I've read. Still some problems with distribution, from transformers and what not. They talk about using telco (fiber optic) and other technologies to key places, then use powerlines and possibly wireless to the home.
As for the in home powerline networking "HomePlug" stuff, I've used it once and it works rather well IMO, but is pricey still (~$99/PC Room). Speed about the same as 802.11b and HomePNA (phoneline). HomePNA is coming out with a newer revision for 100Mbps-ish speeds and 802.11g is out now (50+Mbps).
Powerline stuff, even at home is still a bit behind the curve at best.
