Does an integrated memory controller use less power than chipset borne counterparts?

Probably. It is probably made on a smaller process due to the fact that it can be on the same die as the CPU. CPU production usually gets the more expensive tech first because that's where the margins are.
Also, the connections between the CPU and controller don't need to be driven so highly because they are so much closer together.
