Is there an IATA rule stipulating this? Do airlines have to abide by IATA rules if they are a member or is it just a voluntary thing?

I asked this question because I DID get a hotel room once during a layover for 10 hours. The same airline declined this time around when I tried my luck and asked them for one. That's why I wanted to make sure what the policy/law behind this really is.

Nope. Last time I flew it was from Vermont to Victoria (north of Seattle)....took over 25 hours, I was only in the air for about 8 of those at most. The rest was in a chair, in an airport, trying to rest, but not fall asleep so someone could steal my luggage.
