Term limits are not the problem.

That was a self admission by Reagan, recognizing his own weakness. He was, for all practical purposes, the government and he not only grew government to new heights but he broke a lot of shit while doing it;)

Funny and not surprising how you'd quote him and hold him up as a man that represents your ideals.
