Does Age of Empires III really require windows XP

I meet all the other requirements (Radeon 9600, Directx 9.0c, etc). Does Microsoft really exclude users of older operating systems?

It wont work: "impossible to install"

Unless you can find some sort of patch tricking it into thinking its XP, its not gonna work.
