I think a big factor is people not doing what's "right" if there is no law or rule to keep them from doing what they want. There's also a lack of peer pressure to help "encourage" people do act properly. Too many people are reluctant to correct others because it's "not my job".
You can't have a healthy society by piling on laws and rules. People need to be willing to exhibit proper behavior whether or not there's a rule.
