Varies by locality, but usually in the state police database as part of your overall "rap sheet". In most areas, every time you are pulled over is recorded, even if no ticket or warning is issued (edit: this is called a "stop"). The next time you get stopped or questioned by a police officer, he can access the police database with his cruiser's computer (or with the help of dispatch), and can see your record of previous warning and stops.
Prior stops and warnings will make it more likely that you will be ticketed the next time you are pulled over, but they are not held against you by the DMV, the courts (i.e. a judge can't issue you a stiffer fine because of previous warnings), or your insurance.
