Does a PSU have to have a MOBO hooked up for it to power on?

I bought this case from newegg and I don't have a mobo yet but I plugged it in and It doesn't come on!
I tried the Case 80mm fans and a Hard Drive but nothing?

Is the PSU dead or does it need a mobo hooked up?

I bought a $12 Antec power supply tester from Newegg, and use it first whenever setting up a new system -- I'd rather have a bad supply kill it than a mobo or hard drive.
 
Switching PSUs should have a fair load on them so don't run them very long without loading it down a bit - 1 or 2 Amps on +5 and +12 at least. Older ones could blow if you ran 'em w/o a load. Computers came w/ a load resistor in those days to use w/ lightly loaded systems.
