Does a painted case affect cooling?

I was wondering if a painting case's insides will affect the cooling of the case? Particarly Lian-Li case like the PC-60. What about painting the PSU?
Will a pinted fan be louder?

Maybe by a few hundredths of a degree, if anything at all.

A painted fan will probably only be louder if any paint gets into the areas between the moving parts.
