It's all in the card slots (PCI/PCI-e) ATX has 7 slots, MicroATX has 3, MiniITX has 1.
My microATX boards actually have 4 slots.
Since it wasn't mentioned you might wonder what IS different between the ATX form factors.

Dimensions of the complete board are different to accomodate the smaller number of slots and are often shorter in the other direction as well.
so do mine, i think he is wrong. or perhaps there are two different mATX board types.
