Does a CPU upgrade require an OS re-install?

I have a P4 2.4C. I know that if I were to do a fresh install with HT disabled but change my mind after a few months and enable HT, then I'd have to do a reformat and fresh install (or at the very least, an OS repair). There's one example of when a CPU upgrade might need a fresh OS install.

1) I know that RAM, second HDs, video cards, and other component upgrades don't generally require a reformat, but I'm wondering about CPUs. Do any applications, particularly the OS, install and create registry settings based on the CPU specs at the time of install?

2) My plan is to eventually upgrade the P4 2.4C (w/ HT enabled) to a socket-478 Prescott 3.6 GHz w/ HT enabled of course. I think I read somewhere that the new Prescotts will have an improved version of HT, so it might not be like going from a P4 2.4C to a P4 3.2C. Would it be pure plug and play or could there be any possible issues there?

no upgrade unless you change the motherboard, but then again, you could just do a repair.
