Does a Cooler System Mean A quieter System?

I think in general it is true, a case capable of cooling parts well means the fans on your components will stay on low spin, these fans typically are very noisy due to small size, so if you got a nice case with good fans, I think it will lower temp on all parts, lower noise level and increase longevity.
