So what I'm looking for is a jumpstarter device that I can plug into the AC plug in my garage, then the other end will either go onto the car battery or the 12V DC plug in the car to jump it. Does such a device exist? I know there are tons of portable ones but I don't really need the portability.

Yeah staying away from $100 was the goal but thank you for the suggestion. It would indeed work I believe, just a bit overkill.

My little battery charger has a 50amp setting for jump starting. It isn't going to work with a dead dead battery but if it is on the edge it does the job.
I wouldn't say most, but yes many of the larger ones do.
I'd consider anything under 75A to be a "5 minutes then try" jumpstart.
