Does a 300W PS mean it is ALWAYS drawing 300W from the outlet?

The question is stated above. I want to know how much juice my computer pulls when it's on. Since i have a 300 watt PS, does that mean it's constantly drawing that many watts? This is all to figure out how much it would cost/mo to leave 2 computers on full time.

No, it does not. In fact, the powersupply itself generates 300 Watts, while it uses outlet for maintaining (or something like that)
 
i believe it means the maximum power your peripherals, and mobo, and cpu and junk can draw before it goes fizzle-flop!
