Does 2nd interview == offer?

Don't count on it.

Had a few 2nd interviews last year when I was unemployed and they didn't turn into offers.
 
It might or might not, depending on the company. I've had interviews that I felt went extremely well (in one, I heard "I think you'd make an excellent fit here with us.."), but didn't turn into offers. It sucks, because no matter how good you are, there's always someone better.
 
It depends... if you interviewed the director of the department and he/she asked you to come in a second time for an interview with the manager you are working under, then most likely it's a job offer if you can show the manager you have the skills/talent/education.

If it is a second interview with a different director, or same person again, then most likely no, he's just probably weeding out his list.
