there are papers on hand for conducting a military engagement against about every country and with all types of other extraordinary conditions. there are guys whose job it is to continually write these things, no big deal.

The best thing about a zombie outbreak would be getting rid of the government. I love how they still think they will be in power at that point. I've watched enough zombie films to know they would last about 48 hours.

No, I didn't read it to be honest. If it involves planning for catastrophes in general then there is a possible usefulness to it.

Merely a training scenario to aid in planning. Document could be rapidly mapped to a "billion man army" or some other pandemic scenario.

Not that I commonly map fiction to real life, but World War Z pointed out some things that our modern US Army does that wouldn't work so well in a zombie scenario.
