Yes. The skies will be full of drones of all types. Also, yes, there will be regulations that are frequently ignored by those with money and power, and aggressively enforced against those that lack neither. When those in power are taken to court, weasel words will be used to get them out of trouble, as the only requirement asked of them is that their poor behavior be backed by "good faith".

The constitution is just a conversation piece that politicians use when in pursuit of an agenda to fit their skewed narrative. And when it doesn't fit in with their plans, it's just a relic from another era.

It's not necessarily government. Military surveillance and strike drones are just two applications. There are a lot of commercial opportunities as well. Why wouldn't FedEx and UPS use drones to for shipping packages, assuming cost and reliability were good?
