Money, lobbyists of the drone manufacturing companies will bribe them into it, just like covering the whole city with CC TV cams... if you question is what they will gain from it? well.. nothing!
We live in a corrupt society where politicians don't give a rat's ass about what happens to or what's actually good for people.
