tmo just announced gosmart and i could use a cheap third phone. do you think nexus 4 would work with it and what do you think tmo 3g data speeds would be (i dont think its hspa+ which is what tmo calls "4g")

The N4 will work.

Every GoSmart works over HSPA, the system just throttles you depending on the plan. The 2G plan seems to be standard EDGE speeds, 128Kbps. The 3G plan seems to cap at 1Mbps up/down, actual speeds vary of course but I don't think anyone has seen it go over 1Mbps.

For $45/mo, you should also consider StraightTalk with a TMobile compatible SIM. There seems to be no soft limit on the TMo SIM and as far as I'm aware, they don't throttle. Some people at HoFo who are only getting like 800Kbps on GoSmart are getting 10Mbps in the same location using other TMo MVNO's.

GoSmart is, um, stupid - for any power user, anyway. Straight Talk or the $30 plan are much better deals.

so what are the phone requirements for straight talk? a rooted or an unlocked phone?

None. As long as it's not locked to AT&T or some foreign carrier, you can use the device on T-Mo-flavored Straight Talk. (GSM/HSPA bands permitting, of course.) So any unlocked phone, or any T-Mo native phone.
