Do you still write a cover letter?

Cover letters explain what couldn't fit in the resume, or it can be explanations of things in the resume that needs explanation.

Yes. A cover letter can be enclosed with a resume to give a 'personalized' view of yourself to the interviewer. Personally, I think it's helped me a lot.
