do you still pay for your share of utilities if you never used it?

Yes.
Everyone knows this. (I can't believe I said that)

You can't divide up utilities based on supposed usage.
Seriously... why is this even a question?

Who takes a longer shower? Charge them more for water and heat.

Unless you stipulate to your roommates that you will never watch TV, and they enforce this rule, man up and pay for the cable.

Exactly. It's part of having roommates. Even paying your share of cable each month is still cheaper than paying for your own place so just pay your part and move on.

Pay. Nothing more annoying than a roommate who insists on paying less because they claim to not use whatever utility. Before the internet boom, I lived with a bunch of girls and I was the only one with a computer. They insisted that I should pay more for electricty because I had the computer running all the time. Their argument fell short when I explained that the dryer, which they ran constantly, used up much more electricity than my computer.

With TV you definitely need to pay unless you made other arrangements ahead of time.

You always pay half. What if neither you nor your roommate watched TV at all that month. Should the cable company just not get paid?

Some people are just too fucking stupid to think logically.

If you agreed to get it, then you pay for it. Don't be that asshole roommate that everyone hates.
