Do you really see a diffrence in CAS Latency times in RAM?

I'm not expert in computer architecture but do you really see a diffrence from CAS 2 to CAS 2.5??

from what i understand CAS 2 is 2 clock cycles
and
CAS 2.5 or CAS 3 is 2 and a half or 3 clock cycles.

and after the initial 2, 2.5, or 3 it doesn't matter.

so can you really see 0.5-1 clcok cycle diffrence?
aren't these cycles going like really really fast to even notice?
 
Generally speaking you're better off running at a lower CAS. The actual difference can sometimes be visible from CAS3 to CAS2. It can make a difference in games.
 
I think the faster speed of Cas 2 memory is just one factor,the overall quality of the ram is better and usually more able to tolerate OC'ing than cheaper,slower memory.
