Do you need a bank account at that bank in order to get money changed?

I have a crap load of $1 coins (the sakagaweia (SP?)), about $100 worth...but i dont have a local bank, do i need one or can i go to any bank to get it changed to bills

Most banks require an account w/o charging a fee I believe.
