Maybe I wasn't clear in what I just posted. I have no hatred or fear of the British. I am part British. And yes I think it's acceptable to apply a blanket statement like "all british guys are ugly" because in this case it's done with humour and is not intended to cause any hurt.

Yes. We call them "white trash" or "rednecks". And instead of being elitist classist assholes and talking about imprisoning them just because they're poor and have bad fashion sense, we just make fun of them (have you never heard of the comedian Jeff Foxworthy and his "you might be a redneck" jokes?). You should try it, it more effective at controlling them and better humor. But then again, you're Brits... just like how you can't take the trailer park out of the girl, you can't take the elitist asshole out of the Brit 😉

I think chavs are more specifically a younger generation. mostly teenagers. You don't see too many rednecks loitering around wearing designer clothing, and swearing at people when they don't give up a cigarette.

I don't really think there is a subculture that is as disrespectful as these chavs sound. The difference being that america is such a huge country, that the chavs might be in the urban areas mostly, so suburbanites/ruralites may not ever see one

I imagine they own semi-nice (and probably tricked-out) cars too and live in government subsidized housing? Yes, we have them over here too. Millions of them. The problem is too much socialism. Socialism has anti-Darwinistic effects and encourages the losers to breed, and so they do.
My biting sarcasm is that, because bad laws caused this problem, it irks me that all idiots can think of is to pass even more bad laws to solve it.

Oh yes, there is. Walk downtown in Portland, Seattle, or San Francisco (or probably any other major city in America). These punks are everywhere, and get really nasty when I won't give them money because it's obvious from their clean clothes and appearance that they're not homeless or needy.
