It's hard to answer that question. People from California say I have a Texan accent, but I can't hear it. It definately is a big twang if one exists at all.
Yes. Everyone does. I speak my native English with a Standard Midwestern or "General American" accent, localized to the Pacific NW (which means that I tend to speak somewhat lazily and informally, and I don't add an "r" sound to the word "wash" for example).
