Do you have a structured method of when to buy phones?

When I need one. You don't replace your computer every 1-2 years, do you? Although from the looks of it, some here might do exactly that.

I usually wait 1-1.5 years after the phone release. As a matter of fact just upgraded to the Nexus 6 64GB and paid almost 2/3 less than the original $700 price (by leveraging 3 different discounts) which just boggles my mind. If Google ever releases my vision of the perfect Nexus then I'll buy at launch, otherwise I'll gladly wait for prices to drop like a rock.

My last phone Nexus 5 was purchased almost 2 years during this awesome sale, actually since the phone cost me $20 isn't that more like stealing? Bought two used Blackberry's for $10 each on Craigslist, went to T-Mobile traded in for $400 = walked out with free Nexus 5 and $50 in account credit. Then I went on eBay and bought a few more Blackberry's and well you can guess what happened after that ;)
